Honestly when you are this far into a shooting war; a fair amount of your deadweight within an intelligence organization’s investigative branch has been given the opportunity to meet minimum predictive standards or get transferred to the signal corp.
With that said; a Captain should be concerned when State Intelligence knows more about their movements than s/he does.
A fleet Captain/Commodore;on the other hand, should expect this sort of thing if they are gonna continue telling other ships what to do.
